Need some comments -- hawkeye, climbing mountains

I decided to play through again, mainly because I got intrigued by the hawkeye skill which you get as a Ranger Lord. It causes a certain percentage of your bow and arrow shots to be instantly lethal.
Has anyone played with this skill ? I had supposed that you could boost it up so that 3 or 4 percent of your shots would be lethal, if not more. If the best you can do is one out of a thousand, then it's not worth it.
Anybody know ?
Second, I wanted to get this skill first, then play through the entire main sequence; particularly the trial of the elders. I've completed the second tier rogues quest and am a hunter, but can't continue because I can't get into the Forbidden Lands.
As far as I can tell you can't get the quest that causes Vartugg to let you in until after the Fargrove lockdown, and you can't end the Fargrove lockdown without seeing Emmindor, which you can't do without completing Ulm Castle and the Trial of Elders.
Have I got this right, or is there a way ?
This leaves me with the option of climbing over the gates or the mountains to get into the Forbidden Lands (and back out). I haven't been able to climb over any mountains so far, and I would appreciate any remarks on techniques that might help, and attributes/skills it might be helpful to raise.
