when is the Budoka class offered

at what point is it offered ?
before or after you get the dragon egg, cause thats all he asks me about.....unless im just missing something.

A couple things need to happen:
1. You have to complete the House of the Tiger quest (with the Argalia and such). The House of the Dragon quest is optional.
2. You have to have the rogue first tier class without having a rogue second tier class.

so is it alright to join the guild of mystery though, and just not go into the second teir ?

Yes
Check out the table that describes the Classes. You need to join the Guild of Mystery. You must be accepted by the Guild as a Rogue. Then you'll meet the prerequisite for Budoka. Budoka is the 2nd tier class you want after Rogue.
