Thunder Problems?

When I went to duel Thunder, he wasnt at Headsman's Hill. I just finished rescuing scarlet from the torture area in the jail. Ive run back and forth 10 times looking for him, but he's nowhere around. Is it bugged?

You must go to bowerstone jail to initiate the quest, there he will tell you that he is at headsman's hill and you have to go up there again to fight him.

Yeah Ive done all that, he isnt at headsman's hill. After I found that he wasnt there, I even did the investigation quest to see if he would be there, and he still isnt.

If you complete the investigation quest, that will botch the quest where you woo the mayor, and that will probably prevent Thunder from appearing.

You guys arent listening. I did the quest where I woo her first. I talked to thunder, he said to meet at headsman's hill. I go to headman's hill, he isnt there.
I do the investigation quest, which ends the exact same way as the woo quest where i have to fight thunder. Once again, he isnt at headsman's hill. I just think its broken.

In the investigation quest, she still offers to marry her
