1.At New Reno Arms, when you get to the back of store without shopkeeper noticing there is a holodisk. i think its called NCR or Vault City Holodisk.It cant be uploaded to Pipboy.Does anyone know whats it for?

Also, If you people didnt know behind that shelf there are stairs leading down to basement.There is some guy down there that will upgrade your weapons for free.

2.In San Francisco there is a book that can be bought from shopkeeper in tbe house on left side of the road. The book is about repairing or upgrading power armor.Can it be used?

3.Are there some quests in Military Base?
Also there is elevator on some floor but i cant find a way to get to it.Can it somehow be used?

I don't really know, you sure you're talking about New Reno Arms and not one of the casinos? Try taking it to citizen Lynette in Vault City and see if it does anything.

I seem to remember it might be needed to upgrade your normal powered power (light grey and green one). Though it was in the first Fallout that it was useful if I'm not mistaken, it doesn't seem to have a use in Fallout 2.

To activate the lift you need to find and repair the broken generator on that level, try using your science skill on the generator first before starting to try and repair it.

I know about the holodisk in Bishop casino and i didnt mean on that. There is holodisk in back of New Reno Arms.

For second, ok

I dont mean on that elevator.I know I need to fix generator and etc. But there is elevator on the right side,but i dont know on what floor. Maybe there is a chance to get there.If you are playing, try searching for it.

And also is there a way to use radio by that can be found on that enclave bodies?

About the radio, I don think so if you have already done the Vic-quest (got him out), but if not, which would be quite "interesting", there is no use for those.

About elevators, you can't reach every one of them, some are there just to make it feel like home for those who have played Fallout 1.

Aha. I never played Fallout1 i didnt know that.

Is there some quest about that Super Mutant wizard or whatever he thinks he is? Their boss or something.

So, what to do with it??

I have never found that disk, but it looks like just a fun bonus feature. Pity you can't read it. I'm betting it's a programming bug and not quest related, but I will absolutely check it out.

Its the same holodisk you get when you talk to Tandi. It also has the same name.Only, when you get it from Tandi you can download it to Pipboy.It is about NCR.Nothing usefull.

Were there quest linked to the disk you get from Tandi?
It came to my mind that if there was, what about if the disk you can also fin from New Reno is supposed to fulfill the same quest, but due bug(s) that's not possible?

about the radios.read a coule of years ago on a faq that u can listen to enclave chatting if u have it in inventory like u can hear the guy u meet in the gas station getting orders from enclave.might be related to patch version. not sure though.

about the holo disc i found it too and im pretty sure it fit in with one of the quests i got ....not sure which one though
