The best way to cheat in this game is to use this(KSE)
SaveGame Editor Now go to Step 1.
Step 1: If you have a save game already, go to step 2.
Step 1.1: Start a game, save-it right away & exit the game, go to step 2.
Step 2: Go in your save game editor, chose a save, chose what you want to Change / Add / Remove, Change it, Click apply, then click commit change. Go to step 3.
Step 3: Start a Game, choose the save that you've just edited in the Save Game Editor, so you'll play with the changes that you just did.

Or you can edit your ini file, here's 2 hints on how to enable the cheats & all what that implies.
1st you have to Enable the Cheat function, here’s 2 hints on how to do-it :
Hint 1:
In your game Directory (the path by default is: C:\ProgramFiles\LucasArts\SWKotOR2), edit swkotor2.ini . ( sometimes you can't see the .ini extention of the swkotor.ini file, so swkotor.ini file will only show the notepad & on-it a gearing logo, see picture below ) and at the end of the [Game Options] section add EnableCheats=1 (see picture).
Cheats are now enabled. Now every game that you starts, new or with a previously saved one, while playing press simultaneously Left CTRL & Left SHIFT release it & quickly hit Tilde ( ~ ), ( ' ) or ( ` ) key for the us keyboard & the small ( ² ) for Europe (anyway whatever the button's apearance & is name ( ~ , ' , ` or ² ) its always on the left of 1on your keyboard), then during this game just hit the tilde key ( ~ , ' , ` or ² ). Also,some just need to hit the tilde ~ key.
It has been reported (Europe) that holding simultaneously the right Alt & 7 then release them & hit again the 7 will do the trick... Or, Alt+9+6. Then enter any of these cheats codes. Also when editing your .ini file under EnableCheat=1 add this line EnableConsole=1, then hold simultaneously the right Alt & 7 then release them & hit again the 7 & pause the game & enter the wanted cheats.
IMPORTANT NOTE :
KOTOR II have no console that appears in the screen, remember this character ( > ) that use to appear in the top-left corner of your screen in KOTOR 1, well it does'nt now. So Be Careful with the syntax.
Hint 2:
Before you can use codes in SW:KOTOR2, you must first enable them.
