Where is the Black Dart Gang

I have looked all over the sewers for this group and all of the adjoining zones.
I can't seem to find this Black Dart Gang.
Also I am about to do a search to see if there are any ways to increase the security skill at a reasonable level. I try and pick all the locks I can find but its only gone up 2 points. Any advise here would be great.

I just dealt with some members of that gang a few nights ago. I can't promise, but, it seems they were in a tunnel in the West part of the Residential Sewers.
I'll be going back down there and will take note if it's another location.
Others will have to answer about the security level up. Mostly, I either get training or grab some nice breaklock scrolls. I also have some Grandmaster/Master/and Journeyman lockpicks. (I'm saving the Skeleton key for anywhere else I may need something that won't work.)

I found those guys too. I did not think they were the gang. I was under the impression they would kill you fast with poison. Having said that has anyone gound the ghost the woman tells you to find? I have not been able to find him either. Hmmm I wonder if I screwed something up. Also I think I should mention that I am playing the game on my xbox not the PC Iam not sure if there is a difference between the two.

I'm on the PC version.
I did find the ghost and spoke with him and then relayed the message to the widow.
I suppose if one started Tribunal with a newly created character, those poison darts would be very deadly. However, I started with a Level 30 character right after defeating Dagoth Ur in Morrowind.
Presently, I've made it to the Clockwork City. (Don't worry, you'll get there soon enough.

)

If I remember correctly the ghost is near one of those large empty areas. He is in an offshoot hallway standing in the lowered middle of the sewer dealy. As for the gang, just keep wandering, they will find you in time, and no they aren't deadly, the worst they might do is knick you a little bit. Once you get in close they go down nice and easy.
@Dyre Straights - ha the clockwerk city is such an annoying place to be...did you get to the end of it yet? Cause once you get to the room with the revolving metal arm you gotta play chicken with it, see how fast you can dodge it.

No, I have only just arrived and gotten past the two 'pendulum-swinging blades' and had to stop for the time being. I'll proceed again later tonight.

Well, I HAVE made it now to that room with the long rotating arm and it's a doozy!!!
I've already reinforced my speed with about everything I've got and still can't seem to make it fast enough.
But, I'm not giving up!!!
EDIT: Why, oh, why do I need speed when I have the 1000 Points of Acrobatics Spell? LOL! Do you remember that sorcerer from Morrowind who fell out of the sky? I do.
