My Dex modifier is stuck low. Is this a bug?

I've just noticed my elf rogue has a Dexterity modifier of only +3, even though they have 21 Dexterity. Is this a bug? I'm not very good with D&D mechanics, but I'm sure a 20 score is supposed to give you a +5 mod (that's the way it is for my barb, who gets a +5 mod from 20 constitution). I THINK I'm running the 1.4 patch, but I can't tell because there's no version number in the game.
Any help would be super.

@ Joylock, welcome to the forums! I've never used a character with more than 16 dexterity (I think it is kind of cheesy). But, unless we looked at the character rolls we wouldnt be sure, and on the game site we find no mention to that, same as in the manual, who explains you get bonuses for extra points.
My tip to you would be: If it dont shows, it wont give you bonuses. So, never use more points after you reach +3 modifier.

The reason might be that armor limits the maximal dexterity modifier. Did you try to put off the armor ?

here's how its supposed to be under original dnd 3e rules:
max dex bonus for armors:
leather +6
studded leather +5
chain shirt +4
chain mail +2
half plate +0
full plate +1
additionally a medium or heavy load restricts the dex. to +3 or +1
at least it SHOULD be that way

Yeah, it turned out to be the load. Easily fixed, but a bit annoying you can't use high dex characters as pack mules.
