When to dual my fighter -> mage

I know this has been discussed ad nauseum, but I wanted to start up another debate because I just can't decide....
I've played a few times through and I'm trying to go soloing for the first time with an anti-paladin fighter (although I have few other mods) and I'm looking to dual over to mage and can't decide between the two most prominent level choices. Consider that I'm soloing, don't have any of the insane mods (my tactics aren't *that* good), and have ToB installed.
Dual over at 9 - this lets you quickly get the dualling over with, needing less than a million total exp from start to finish, and get on with playing the game with the character you envision: a fighter/mage. The downside is it's too late to change your mind if you find that the fighter side is a little weak.
Dual over at 13 - this lets you get an extra few hp, saving throws, proficiencies, and adds an extra 1/2 attack for good measure, making the fighter side less of a "character who can wield any weapon and get GM" and more of a brawler. The downside is it takes such a loooong time to get there and ractivate it as a mage, that you basically end up playing the game in three phases: fighter, mage, fighter/mage.
What are you opinions?
