When I return from Bolen field and talk to the bar maid. She always tells me to come back later. How can I get her to send me to harrow ruins?

You have to deal with Capt. Okatta before she talks to you.
Go and explore a little more, explore the elven forest or even go to Arindale and come back.
At a given time, Okatta will take control of the castle. You'll come back to Fargrove and be attacked by Okatta's guards at the town entrance. Solve that problem at the castle and then the barmaid will talk to you.

I think it won't happen until after you have triggered the shut-down of the gates of fargrove. That's done by acquiring a moonstone or starting the quest of the tiger. Go to the house of the tiger in Arindale for the quest. After you have finished the trial of elders, you can complete the sequence with okata in Fargrove, and then get info from barmaid.

I have done the quest of the tiger.But fargrove has never went into lock down. I have finished the quest in ULM also. Clarkfl.

Additionally, you must return to Emmindor. After
placing the Horn of Galdryn in the chamber of spirits,
you then kill the guards at the west gate of Fargrove.
At this point you will regain access to Fargrove. It's
also my understanding that acquisition of a Moonstone
triggers Okatta to lockdown Fargrove.
