wong/red dragon problems

i'm playing as a gangrel, and in chinatown... i've already talked to ming and seen the cutscene for the kidnapping of wong's daughter, BUT, no matter how many times i restart, come and go, whatever, wong is never upstairs at the red dragon. i go in, talk to the curt hostess, who sends me upstairs, but it's deserted. i don't have any of the patches installed--- should i? is there a way to just get the next quest activated so i can finish the game?

in the room where he should be there is a boxed off area with thin paper wall slider things they have in china. one of these opens and he is in there. confused me at first too.

arggh... thank you. i'll go investigate that. figures that it's something like that...
another quick question-- i could never find Tin Can Bill, even though i talked to the first bum, and proceeded to investigate the "alley across from the last round." any easy insight into that one?

he is down the alley opposite the last round (quite far down it) and is in the shadows sos is quite hard to spot too. if you go down the alley to where there is a fire in a barrel thing, and then keep going he is by a wire fence if i recall correctly.

also he's behind a 'crate' (dunno the name of that thing...), and it's a place you can only reach when you take that quest.... hope this helps

Quest glitches
I have found in this game that if you do something backwards or skip a step, that the quest will not function elsewhere. I haven't experimented with this one, but it might occur if you can talk to the bum, but haven't got the quest yet. Doing things in a different order and/or reloading a previous saved game might be the only way to solve this. These glitches also sometimes happen no matter what you do. They seem to occur more often when your RAM memory is getting low.
The alley Tin Can is in is blocked until you talk with the bum. You have to circle around the building where you discover the headless corpse of "Mr. Milton" of the Muddy Hunt Quest. If a vehicle is parked there, something is wrong, if it is unobstructed, look to the left just past the dumpster.

Hmm I don't think it's possible to talk to the bum before gettin' the quest.. (I tried and that didin't work with me..) Yet, it may be possible... (256 RAM)
Btw, if that happens, I gotta reload the game or there's another way to fix this glictch?

Glitch Fix is sometimes sad...
I haven't experienced this glitch, but I can say this:
If you cannot reload an earlier game to fix this you may have to start fresh. I have had to do this before. It is painful and frustrating, but sometimes the only way. In using the console to shortcut through the game because I have lost a save game, I have created some of these glitches. These errors always result in having to find a savegame before the shortcut or a restart.
EDIT: I had a lot of problems running this game on 256 MB RAM. Most disappeared when I bought another 256 MB strip.

Actually, you can - or could. In my first run through one of these games I generally do an exploratory of the outside spaces before I go in anywhere. In VTMB the first time, I bumped into Tin Can Bill during the exploratory. I actually wound up killing Brother Kanker before I even met Strauss or Damsel or understood Kanker's part in the game. I had to talk to Damsel twice - once to get the quest, and once to acknowledge completion of phase 1 of that quest and find out about Phase 2. Of course, that was V1.0, so it might have changed later.
