tomb of souls

In the quest menu i have a quest "go to the tomb of souls and say the words..............." something like that but when i get there the watcher says bogone.
The game is sloppy with the quest log. It gives you the Tomb of Souls quest before it should. You'll have to do the quest in the Vale of Ruin first.
