Got hair cut styles,just cant get it cut.

Ive got 10 differant hair cut styles and totoos,i cannot get the barber to cut it and the same with tatoos,i own all of the property available and i think im on the last quest,i would like to get married before i finish the game,the reason i want a hair cut is the guy in bowerstone buy the witch gave me a cut style that will impress his daughter,i got wedding rings,candy, jewels,roses,im ready to tie the not,i need step by step info.i havent had one glitch in the game so i dont think theres a problem,im the one that wants to finish all of the quests.
