need fast 10000

price on my head is 10000 how can i get that mony fast

You can't, not quickly. There are a couple of merchants who might help; do a search on the mudcrab, in particular. But you need plenty of good items for trade.
Your best bet is to join the Thieves Guild, and pay in Balmora. They'll require a few tasks before you can get in, but then you can ask the bartender downstairs to "fix" your fine. He'll do it for a ridiculously low fee.
If you're around guards, I strongly suggest keeping invisibility potions handy--or go back to an earlier saved game.

Find & kill gold saint or dremora lord, sell weapon, bada bing, bata bam, shazam, ten gran.
The Mudcrab has 10, Creeper has 5

If he could easily kill either of them, I don't think he'd be too fearful of the city guards and their fines.

Oh. Umm, To find the Mudcrab, go to Suran. To the southeast there is an island with the Dwemer ruins, Mzahnch. Just off the coast of this island is another island and it's that island where you will find the mudcrab wandering around.

Hit TAB to bring up the console, and type in it:
payfinethief
...the hit return and close the console. That should remove the fine.
