In Necropolis I look in all the graves but dont find the the three Glyphs of Inquiry
Any idea why?

My guess would be that you haven't really looked through all of the graves. The glyphs appear in random graves, and maybe they're all sitting in an inconspicuous corner somewhere.

Failing that, you could do a hero save and try the quest again.

I'm not sure, but aren't the graves that potentially hold the Glyphs highlighted on your map?
