I'm not that good with editing, but IEEP is a very good tools that I have used to make new items for the game. Click on the TeamBG Mirror link on the right of the page and download IEEP v109 Build 40. This program will let you create a new item, if you're adding custom text, then you'll need to export it to TBG format and your friend would also need IEEP - or IEES, the standard version of the tool - to add it to their game, via the Infinity Addon Patcher function. The item will need to be manually added to the character though - either with Shadow Keeper or CLUAConsole.
I hope that helped, if you need anymore assistance, let me know.

Strange, I never had any problems installing IEEP. Did you get the VB6 package as well - unless your computer already have Visual Basic installed, you'll need to package to run it properly.
Can't help with the errors though, sorry.

There's a link at the top of the page where you downloaded IEEP from - just above the IEEP download. Download and install the VB6Package and then try installing IEEP again. Sorry for not mentioning the VB package earlier, I thought you would have saw it on the web page.

Generally, if any files that you are trying to install already exist, it is best to keep which ever one that is newer. In this case, you should keep the one that is already in your system, so select "NO" - keeping the newer file.

yeah IEEP now works, the VB6 package was clearly the problem
However, and this is going to sound terrible; i have little or no idea what im doing. I've read the help files, but they're quite confusing in the sense they tell you such a massive amount of things you can do, is there anything you would recommend me doing first etc.
Sorry just rather complex when you first see it.

If you have editing questions a better place to ask would be the support sections of modding forums--try one of
http://forums.pocketplane.net/index.php/board,37.0.html or
http://forums.gibberlings3.net/index.php?showforum=16 (both of which allow guest posting).
In addition, DLTCEP is better than IEEP, and is still supported and updated. You can find it at
http://www.dragonlancetc.com/forums/index.php?board=9 .

What I did when I first started editing was to look in Shadow Keeper's Item Browser. Find an item that I want to change - add more things to etc. Then Extract it using the Extract Item button - this will export it to the Override folder of BGII, remember the resource code (eg. CLCK14)
Then open up IEEP, making sure that you have the correct game selected in the Game Choice menu. Select Item Maker, Load Item File, go into the Override folder and fine the file with the resource code that you extracted before (CLCK14.ITM). This will open up the item, you can then view how the properties were set and what they are.
It does take a fair amount of time before you'll be familiar with the editor - I started doing minor things - changing the weapon's damage, enchantment, armour's AC bonus, etc. More difficult things can be done by first looking at an item that have a similar effect - cast spell on hit for example - and then copying it into your item and make the changes that you want.
If you're adding custom text to your items, the program will add the text entry into the game's dialogue file. So if you want to let anyone else use it, then export it to a TBG file - from the File menu - and get them to import it into their game, they'll need to have IEEP in order to do this. (refer to my earlier post).
Haven't used DLTCEP before, so can't comment. Hope that help.

yeh thats pretty much what ive done with Near Infinity, which i find quite easy to use.
Ive been able to add a few effects to Halberd+2 Duskblade, things such as an AC bonus and Slow. Quite interesting stuff.
