Are there any confirmed static drops of this item or is it a random drop? Or can I buy it from a vendor?

I recall finding it in several of the identical drops from random city encounters, as you move between areas. As it repeats, I can suggest that it's a regular.

Try the dark alleys under a full moon. You may have a better chance of running into some bad elements.
