Basic enchanting question

How do I enchant an item to give me: 1) Constant health regeneration, or constant magika regeneration. The enchanters that I went to would not give me the option of "constant" on self.

It's impossible to do a "constant" thing in morrowind as far as I know.
The closest you get on that is in a weapon that does "Activate on strike."
I wish there was a way to do that though...

You need a soulgem with a value of 80000 (or it might be 800000) to get constant effect. You can get these from soultrapping a golden saint or ascended sleeper.
