I turned down Xzar`s quest (some time ago). Does anybody know if this means I`ve screwed the Jaheira romance?

Declining this quest shouldn't effect it. I don't think the romance happens until after the underdark.
Personally, I would do the Xzar quest. It's fun and sneaky. Yoshimo works the best. Jaheira will help you get in the door at the Harper HQ. Just talk to the fellow standing outside gaurding the door.

I read that this quest triggers off the other Harper quests that spur on the Jaheira romance.
I decided to go back to a saved game and am now waiting to get the quest again.

The romance does not just start after the underdark, it is based on time in game. But yes I think it only happens after the xzar quest since Ive done that quest every time through.
