I cant figure out how your suuposed to go between cantons, except for maybe jumping into the water below and swimming around for awhile and finding somwhere to get in that way.
Are there any Bridges or anything that connect the cantons? and if so where are they?(i've looked but cant seem to find any)

Open your inventory and have your map set to local, and you can find bridges that way. You can also have a guy next to a boat take you to the cantons and such.

The boat people are on the bottom part of the cantons, they are pretty much all Dark Elves (I believe).

Alternatively, learn a quick form of Levitate, and just fly from one canton to the next. Much simpler, and there's a nice view.

I had the same problem at the begining.
The bridges are on the first (ground) level. There are also bridges on second level for certain cantons, but not Foreign Quarters.
Most of cantons have 2 levels (Plaza and Waistworks), Foreign Quarters has 3 (there are Lower and Upper Waistworks).
You can go up/down by galeries starting in corners and leading to side entrance on Waistwork level. Inside the Waistworks in Foreign Quarters there are also stairs and doors leading to the other level. Plazas could be accessed from outside and in some cantons also going through a cornerclub connecting Plazza with Waistworks.
The main problem for me was to find leads leading down, since when you leave waistworks by side entrance the leads are hard to notice from the point you're on at the exit. They are to left and right, but they are of the same color as walls and the lower end openings cannot be seen from this point, you have to know they are there.

I believe they build Vivec like that on purpose; all this endless running around looking for ways to go from canton A to canton B makes Vivec seem bigger city than it is.

Molag Mar has the same desing, but there's only one building. They are meant as some kind of strongholds. Narrow leads make it easier to defend against incoming force. It's fictional, of course, but i believe that that was the idea.

Most of cantons have 2 levels (Plaza and Waistworks), Foreign Quarters has 3 (there are Lower and Upper Waistworks).
There's a fourth: the sewer level, which actually has some interesting things going on in it.

Yes, of course, there are also Canalworks and Underworks in each building, but from outside only Waistworks and Plaza are accessable, and we were talking about navigation between cantons.
Of course, strictly one could dive in and navigate trough Underworks sections, too, however it wasn't what the question was about.

Just didn't want to give people the wrong impression: there aren't only 3 levels at best, and there are (as we both know) some very interesting things down in the sewers, if you look in the right places. There are also access points for the sewers outside the cantons, with at least one moveable grate connecting each sewer with a navigable estuary. They're underwater but easy to find.

Does anyone ever fall through the bridges when they are walking on them.

Er, I haven't. You have?

I think it was a glitch, but it keeps happening.

I think it is not only on the bridge, but can happen in anywhere. I fell somewhere in a cave, then realised I was standing exactly where I was before. It must be glitch.
@KaiSardone: I recommend you to learn Almsivi Intervention spell (sp). The spell will take you back to the Temple, if you get horribly lost in Vivec. Also, as fable suggested, levitate helps.

It uses to happen in most different places, especially if one's jumping. In most place you're just set back to some place - to entrance in a cave, for example. Several times my PC died, however.

Try pulling up the console and typing FIXME. That moves you a bit, and usually works.

It happened to me once or twice, but only when I got killed. I figured it had something to do with a mod or a combination of mods.

It used to happen on occasion from very begining, even before i had any mods. I'd rather believe it has something to do with treatement of models and that the other display of it is lost somewhere in deeps of the scenes NPC (Orc Necromancer in Balmora Mages Guild comes in mind, for example). It could vary dependin on, say, video card, resolution and software (drivers and version of Windows). It may even be that some mods have improved things along their way (Madmax'es Galleon, for example - it "knows" how to disable collisions for one thing). Hadn't really leisure to investigate, so, as long i do not forget to hit F5, i can live with it.
