Abilities (Alchemy, Alacrity etc.)

I was wondering, when do characters get to learn a new ability? I would assume that its have every some odd levels since you learn the ability at a level up. However I don't really have any idea of what level is required.

You mean high level abilities or what ?
If so, you start getting them when you reach the SoA xp cap at 2,850,000xp, and then every lvl to 8,000,000.

2,950,000, but yes, exactly. Note that this is total XP- if you're dual or multiclass, add XP for your classes together to find when you'll be getting it.

High level abilities

If you don't have the BG: ToB player's manual then here you go:

Once characters reach a certain level, they begin to gain HLA's each level thereafter. Many of these abilities you can choose more than once.

Fighters and Barbarians get HLA's at level 20. Rangers, Paladins, Mages, and Sorcerors at level 18. Clerics and Monks at level 22. Druids at level 15 and Thieves and Bards at level 24. BG: SoA XP cap is 2.9 million.

Half right... This is true for mulitclassed characters, but not for dual classed. Dual Classed characters only count the "active" class. The first, before dualing, and then the second, after dualing.
Which is to say a fighter that duals to a mage may gain fighter HLAs, but only if he reaches the XP mark BEFORE dualing. When he duals, all his fighter experience in inactive, and he won't gain mage HLAs until he surpasses the fighter level.

Well, the first part is right.

For dualling, you can take a fighter -> mage, take the fighter up to level 22, and get a few HLAs, then dual him to mage. The mage will get HLAs of the mage's sphere regardless of whether or not the fighter class is reactivated and only dependant on the mage level.

My current solo is a kitted thief -> fighter - to test things out ahead of time and to see what they could look like near the end of the game, I CLUAd the right XPs, and brought the thief up to 4,000,000 xp - around level 28 (got a bunch of HLAs) then dualled him to fighter, brought up the XP again to 4,000,00 (got a bunch of fighter HLAs) and realized that I had miscalculated the XP required for reactivating his inactive thief skills, so had to bring up the XP again to around 5,250,000 to reactivate the thief class... By then, I had my fighter HLAs, and my thief HLAs available to be used.

Of course, I created a fresh new character to actually play the game. :)
