Immunity/Spells

Is the Celestial crystal of Immunity able to be bought in stores, or is it found in a chest? I've found crystals to be extremely rare in chests, so I was wondering.
Also, are there still left out spells in 1.4? I can't find the Arcane vapor spells, or the various storms.
