A couple of questions about Uvirith Inside Mod (possible spoilers)

I am running Uvirith Inside, which adds significantly to the Telvanni stronghold. By completing a series of quests you obtain various goodies..
I have, I think, completed all of them.... but it seems to me there might still be more to do. The mod overhauls "Inscription," (gives you the ability to write your own scrolls)... and within the study area there appears to be a table intended for inscription writing. I also looked in the construction set, and it is obvious that various items related to the mod (quills ink etc.) are meant for scroll creation.
Moreover, I checked the comments about the mod at the Summit, and people make reference to needing to gather materials for ink, as well as referring to NPCs named Kalounie and Llap (sp???)... I have also read comments about being able to control the water levels in the caverns beneath the dungeon.
As far as quests: I have done all of those with Fast Eddie, including the installation of the Alchemy Table/sorter, and he tells me I have no more chores for him.
I have also spoken to the statue in the top level of the upper tower, claimed the sceptre, and defeated her champion. I've spoken with the fire elemental, and dreugh.. and the queen's daughter has become my boon companion.
I have found the escaped prisoner in the deeper caverns of Shushan and dealt with him..
I have found the teleport item... and I have thoroughly explored the caverns beneath my tower.
However... I have seen no evidence of the above-mentioned NPCs, nor have I found any way to obtain the materials to inscribe scrolls..
Also, the water level down where you meet the dreugh is.. er.. well dry.. So there is a boat is floating on air
Note.. I saw a platform near the "water" where you meet the dreugh with urns and the like. It looked like it might be intended as an area for an NPC... but none is there.
I'm not sure if I've entirely missed something or if I have an error of some kind. I inserted the line "yestoall" in my .ini file.. so if I have missing NPC errors or something, I would not be aware of them.
