Barred door in bridge?

I ran into this, and am wondering if their is a quest tied in with it? If their is, care to point me in the direction? if not is there a way in?

Well, I never see any quest tied to that (or see something about a quest in here) and somethings never made it in to the game....
There is also a door that you cant open in the Goverment District, that was to be a quest and was remove from the game....

that barred door in the bridge district is tied to the man buried alive in the graveyard district....
