How do I buy the waterfront house?

Looked everywhere can't find anyone who will sell it. I even snuck into ocatos chamber but he just sent me away. Anyone out there do it? Thanks thanks!

At market district there is is Imperial headquarters, or something, there you can find a clerc who will ask if you want to buy the house.
