What is the best way to go about enchanting a weapon? Who in the game gives the best price for enchanting?

if you get the enchanters disposition up to 100 you will get better prices just like you would if you were selling stuff or getting training etc.

if you are in the mage's guild, i'd imagine they'd give you better prices but not sure on that.

the better the quality of the item, the more enchantment it can hold (in general). high powered enchantments are only possible on the best quality items and are very very expensive.

Yes, that also applies to the soulstones and souls. I believe the best soul you can bind is that of a Golden Archon (or something along those lines. I haven't played a long while.) Once used on enchanting the soul and the soulstone are gone, however, an item which I believe is called Azura's start acts like a permanent soulstone.

Enchanting, in essence, is the same thing as spellcrafting, just a tad more complex.

It's called Golden Saint.

The higher the quality of the weapon, the more enchantment it could hold. My daedric dai-katana holds a 87 cast-on-strike fire damage enchantment. The power of the soul is reflected by the value of the filled soulgem (soulgem value x soul value); a golden saint grand soul gem has a value of 80000, while a skeleton champion grand soulgem has a value of 40000. Apart from the two god souls, the most powerful souls you can capture are Golden Saint and Ascended Sleeper, both with an enchant value of 400.

Also, the golden saint and ascended sleeper allow you to make constant effect enchantments whereas the others only allow cast on use or cast on strike enchantments
