just got a new sword

hi i have a question, i jsut got a sword and it has charge and use on it. what do those do? and how do i repair that?

read your manual...the charge is the amount of uses the magical effect has...u recharge them with varla stones filled soul gems or paying at a mages guild

Mages Guilds and Fighters Guilds are located in pretty much every city, they're also the ones who give you quests for their respective branch.
However, repairing such a thing as you asked for is rather expensive, it's better to try and find Varla stones or using a soul gem like the above stated.
