Console not working in Morrowind. (moved)

Hello, I am playing morrowind, and I tried to bring up the console with the ~ key, but when I press it, nothing happens. Anyone got any Idea as to why not?

The console should open in the bottom left corner. It will only show a small blinking sign where you can write something.
It won't open as it did in Morrowind, with a big window.

That's ~ without the shift as well, I know some people used it to try and bring it up.

Any others had this problem, I am having it and I am not pressing the shift key. I have tried it both ways with no luck... Please HELP!!!!
