I was reading in another forum (I'm a Morrowind geek, btw) and ran across this thread that you can get a horse armor mod for Xbox but you have to pay for it, any truth to this? Here's a link regarding this mod.

That is true.
I think it is 150 points on the Xbox 360. Which is about 2.50$ I think.
