13 out of the 14 shrines i have found and for their lords i have quested for. However, it seems that the shrine of Boethia is avoiding my sight. Can someone inform me of its location or at least grant me a small hint?
And no, speaking to the cheydinhal general goods owner has not helped me as there is no option that will grant me the information i seek.

It is high in the mountains near the edge of the map - though off the top of my head I can'y say what edge. As I remember, there is a river/waterway heading roughly east from the northern edge of Blackwood. The waterway cuts east and then heads northish. From there, head SEwards into the mountains from there and you will find the shrine way up in the mountains.

BTW - out of curiosity how did you quest for Mora if you haven't found Boethia? Or is the rumor that Mora requires all the others to be completed incorrect?

13 out of the 14 required for mora, this post was previously meant for the thread regarding the daedra lord. There are by the way 16 daedric lords and thus an equal amount of shrines excluding mehrunes dagons.

I have found Boethia's Shrine and have completed the Tournament of Ten Bloods.
Now....BIG SPOILER....
I have returned to the land of Tamriel and am told to approach the shrine and receive my reward.
However, the shrine is now non-approachable. When I do go up to it, there is no prompt to speak to Boethia. I can actually walk right through the statue.
In fact, when I peer over the mountain's edge, the rivers have now turned to blood red.
Is this a glitch...and if so, what is the fix for it?
EDIT: You can disregard the glitch report. I saved the game, exited to the Desktop, reported the problem here, went back and started up from the saved game and this time it worked right.
Very nice combat tournament, too.

Yeah, that happens from time to time when travelling between areas, it isn't specific to that quest, or indeed Oblivion as a whole.
