"Permanent" Stat increases *possible spoilers*

Hi there
While playing through the game I came to different points where you get so-called "permanent" stat/skill increases. My question is, in which way do these work?
Let's say you get +3 to athletics, blade and block from that orc guy in the arena. Can you then level those 3 skills to 103? I mean they ARE listed under "current effects". As an effect, they should apply to your current skill level, which means basically that you should be able to gain till 103. But as none of my skills are anywhere near 100 I haven't come to test it myself, yet. Can anyone help me with this?
Same with vampirism btw. Do the vampire skill and stat increases apply to your max. possible skill/stat level as well? Furthermore I'm wondering if those permanent stat/skill increases depend on your current level when you receive them. Does anyone know? Sorry for that rather long text, but I'd really be glad if someone could help me anyway
