First thing I do when I see a rat is kill it. How was I suppose to know Yingling
plays with them. Is there any cheat code to get them back ???

I have completed too many quests to restart a saved game when the rats where still there.

Eydris Driller or what ever her name is, at the moment is the only quest giver
I have left. All the other quest givers will not give me any more quests until
I have completed the rat problem at St Olms.

No one really cares about the rats. There is only one part in which you truly need Half Troll and I won't say what it is, as it's a spoiler.

The rats don't affect this.

This will restore all the characters that were killed.

The rats you need to kill in St. Olms are in the canal works or the underworks (if i remember correctly). They are nowhere near Yngling Half-Troll.
