he needs me to steal an amulet from weathermistriss in church of talos. is that the same as temple of talos?
do i steal it? or, i should do something differently?

Yes, it's the temple of Talos in the 'Temple District.' It's actually not that difficult of a quest, you don't have to kill anyone if you don't want to, just use your sneak skills.
(If ethics bother you, you can always rationalize that you're stealing from an 'evil' temple.)

IIRC, you can pickpocket it from her if she's awake, or take it from the container by her bed if she's asleep.
