Something weird is going on
I'm at Gaelyn Bayle's house, after I stole a few things, and the guy upstairs (specifically the Shadow Thief Fence) won't buy my fenced items, am I doing something wrong?

No, it is just that a lot of merchants will not purchased stolen goods.
The only 2 that I know of that will is the merchant in the Shadow Thieve's Guild and in Mae`Var's Guild.
