what are the ways to enchant an item? SPOILER

i did a search and all you guys said was that there are two ways:
1.use sigil stones that found on oblivion gates.
2.arcane university.
but how do you enchant an item in arcane university? i only used sigils and talked with everyone in arc university but found no way.
can you help me out here?

Those are the only two ways. In the AU, there should be a building (I forget what it's called) that has "Enchanting Alters" in it. Use those to enchant items. It still takes soul gems, etc., though.

Highlight to read:
Once you gain full access to the AU, go to the Chironisium. That contains three enchanting altars where you can place an item and a soulgem, and then select the enchantment(s) you want.

I was trying to enchant a weapon with multiple effects like fire and shock and silence but I'm told the soul gem I'm using isn't stronge enough. I'm using a grand soul gem with a grand soul in it. So way can I make this weapon? I then went and a got a black soul gem but it's the same as a regular grand soul gem. Does the game not a allow me you make such a powerfull weapon?

The Ultra Grande Black Soul Gem serves no function except as a quest object. To create very powerful enchanted items probably depends more on your attributes than your needs.

What do you mean? I'm lvl 31 right now so my attributes must be high enough.
