My cleric (level 15) can’t cast spells that are higher than level 6. He is not a multiclass.
What’s wrong?

...only WIS 16?
...if so, give him the every gods ring (you already should have it being L15)!

you can buy the every gods ring in Kuldahar AFAIR - gives +5 WIS - should solve your clerics problem!

Umm Where is it? I am at Kuldahar now, can't find it from here. Should i find it now, or does it appear later when I return to Kuldahar? And what the heck means ?AFAIR?

You can buy the ring in the area where you arrive with the ship from one of the two guys in the mill.
Later they move to the Kuldahar main area.
