Trouble in BG2 Land

I'm having trouble achieving proper spell progression for my arcane spellcasters - 5 spell slots per level, in comparison to what was previously obtainable something is wrong.
Given the mods installed this should change so help is appreciated.

I'm making a dual-class cleric/mage but whenever I dual class at level 21 and max out at mage level 23 - the spell slots are 5 in every slot with 4 and 3 for levels 8 and 9.
Whilst soloing with a mage at 2950000xp the spell slots are at a greater spread even at level 1 through 5.
Ease of Use mod - XP cap remover not installed - unbalances the game.
That mod about Spell Progression, Un-Nerfed Thaco etc installed also.
