I read somewhere that I should be able to travel instantly to those locations I have already visited.

From my map it appears I can travel just about anywhere right from the beginning of the game, certainly to any city or town.

Is this a bug?

You can always quick-travel to the major towns.

It is the other 300+ minor locations you must discover before you can quick-travel to them.
