Attribute problem

My Speed should be at 70'ish, but instead it's 39 and marked red. no amount of altars or restore speed/cure disease potions will fix it, there is nothing negative under active effects, and I'm at the end of the line here.
Can you help me?

Have you tried removing everything your character is wearing and wielding, and then attempting all those cures? If something you've got is cursed, the curse might immediately restore itself after you were cured. If that doesn't work and you're on the PC, there are console commands you can enter to fix your attribute:
ModPCA [attribute] [number]
The [number] is the increase you're providing, not the total you want.

i still don't know whats causing it though.. my speed is still red..

Either there is a slight bug, or some curses and diseases are very tenacious. Occasionally I have to go to a shrine, sleep 24 hours, and return to the shrine to remove some negative attribute effects. Give it a try.
