Command spells?

I was just wondering where I can get some command humonoid spells. I'm looking for some thing like the command of the third corner. Oh, I'm not part of the mages guild or the house Telvanni.

Command Humanoid can be purchased from Estoril, at The Rat in the Pot in Ald-Ruhn
