How do i max out my stats??

I read something about going to jail and when i decreases a major skill then you can level up,but i keep trying it and when it decreses a major skill after i go to jail i sleep and i cant level up..am i doing something wrong??

You will have to lose a combined total of 10 major skills, then get them up again, before you can level up again.

It stays the normal way you level up.
You need ten skill raises of major skill quality to level up, and to get ten skill raises, you have to lower ten majors as well.

so i raise ten skill points and then decrese it ten times by going to jail and then i can level up as many time as i want?

Ok, one more attempt.
Normally speaking, whenever you have 10 major skill increases, you can level up once.
Once your major skills reach 100, there is no more levelling, unless....
Again, to level up, you need to 10 major skill increases, so to do that, you need to DROP 10 major skill points.
You can do that by going to jail a number of times. Once you have done that (for the sake of argument say your blade skill is down to 90) you can start using those skills again to get 10 major skill increases.
And that means that you can level up 1 more time. After that you can repeat the process.
