Shrines and The Oblivion Overhaul? (Spoilers)

Curious about this, anybody know why I can't get the quest from azura's shrine at level 15 and if it has anything to do with the oblivion overhaul mod? I'm level 15 and it keeps saying "...demands a more powerful champion"

you sure thats azuras? thats a level 2 quest. its how I contracted vampirism.....

Yep, positive it's Azura's.
The people gathered there told me to get glow dust from the will-o-wisps around, which I did, and nothing happened. I did it at dusk, and dawn, like normal.

That's got to be some kind of bug. I did that somewhere around Level 5.

I am pretty sure sure in Oscuro's readme it says that all the shrine quests were raised in minimum level...hence needing a more powerful champion.
