I casted blur on my paladin and now the spell won't wear off
any suggestions on how to stop this from happining

Try to sleep or dispel magic. The blurred animation can also come from an item she is wearing, so try deequipping everything.

If nothing else helps you can export and reimport your character immediately afterwards.

blur effect is cool, why you want to get rid of it? =)

Is the paladin wearing a "Cloak of Displacement"? That causes a blurr effect.
