Fixing Damaged Willpower

How do you fixed your willpower or luck etc.. if it is damage? And how do I repent my sins, because it won't let me clense myself at the alter

You need to do good deeds, because they give you fame points. If you do the thieves/dark brotherhood missons, you get infamy points. Thats why you cannot pray at the altar of nine. Try to do some fighters/mages guild's quests, and you will raise your fame points.
Hmm.. but before you do that, try to drink some cure disease potions. It might help..

Restore attribute
Get a restore attribute spell (from church ?), any attribute will do.
Join the mages guild.
Do the mage guild 'associate quests' to become a full member, which allows you access to the arcane university.
Go to the arcane university, enter the praxographical building. use the spell altar to craft your own versions of 'Restore Attribute', one spell for each attribute. Make the spell weak (like restore 5). You can cast it as many times as necessary to restore yourself, when you are drained.

my willpower is damaged by two points, anything I've done nope, I cannot restore it. Used shrines of the nine, drunk potions of restore willpower and cure disease, cast spells, no it wont...
I also checked ıf any artifact has damage willpower but again no...
Why is my willpower damaged, and more important why can ı not restore it...

I just want to make sure- maybe it's from the "Scales of Pitiless justice" - do you have this artifact? This item Fortifies your Strength, Intelligence and Agility but Draining your Willpower in 2 points (Or maybe it was the personality? I can't remember..
). I'm asking you about this artifact because you can't wear it; therefore, maybe you haven't noticed that it's there. If that's the problem- just drop it to lose the effect.
