How to gett up the Tower

How can I get higher in the White Gold Tower? I want to stand on the top but it only lets me get to the 2nd floor in the Council chambers. Thanks.

you go up higher in the tower during the last thieves guild quest, the ultimate heist or whatever, when you have to steal an elder scroll
