Is the permalink to posts button new?

It is new. It came with the last server changes.

I'm sure I'm going to feel like a complete idiot here... but what is it supposed to do exactly? :o

When I click on it, all that happens is my page is automatically scrolled down slightly.

As far as I can tell, it's so you can link to posts as part of the thread, and not on their own like the post number links.

From what I can see, It is a more "saying" link then before, which amongst other things are for search machine optimization.

With the new upgrade, is there a way to post a link to a specific post that shows up in the thread instead of on it's own but doesn't get broken by post/page differences?

Right now, it seems like there ar two linking options:
1. Clicking on the post number to get a link to the post itself without any of the surrounding thread included.
2. Clicking permalink which almost does what I want. This gives you a link that points to the specific post within the thread but does it unintelligently. The problem with the permalink function is it isn't smart enough for people using different posts per page values. The link specifies exactly what page to go to and then which post to find.... but I use 40 posts per page so if someone else is using 20 per page our page #3 won't have the same posts. Is there a way to link this correctly that will still work if people have different posts/page numbers?
