Help with Official Mod issues

I downloaded and installed the Official mods of Mehrune Razor and Frostcrag Spire. Both installed correctly and show up in the data files load screen but my journal does not update and I cannot get into the Wizard's Tower. It is there but needs the proper key. Anyone have this issue? Any ideas on fixes?
