"Hitman Impasse" quest: how do activate lu feng request???

hi everybody, i'm an italian gamer and now i'm blocked with the quest "Hitman Impasse" in Chinatown: the guy in the red dragon ask me to kill Lu Feng, but Lu Feng don't tell me nothing about the fact i have to kill his old friend, too... how can i use the console to activate the Lu Feng request? excuse me for the possibly language errors, and thank you for the answers...

What is your Humanity and Persuasion?
What does LuFang say when you talk to him?
What Patches do youhave installed, Official 1.2 or Unofficial 2.5/2.6 or both?

Persuasion: ehm, i don't remember... 3? but i believe that isn't important because there aren't phrases, except for...

Persuassion it the most impiortant skill, that is how yoiu get the Blue dialogue lines that allow you to convience others to do what you want, so that is your problem.
You Persuassion should be 8, in Chinatown.
You proabaly have missied very much dialogue choices since you only have 3, but that will just be a good reason to play it a second time.

i controlled, i was wrong: i have 5 in persuasion... and i used the blue dialogue many times!
BTW the problem isn't here: the quest by lu fang don't appear... it's possible that I was bad with Lu fang when talk to him the first time, and then the quest don't appear?
however, my principal question is: can i activate the quest by console?
