I recently decided to do Redoran. After a while, I got to the quest where you have to kill Ondres Nerano for spreading rumors. Oh, I thought. No problem, I already killed him. So, I talked to him again, and I tried to talk to the subject again, and he told me to kill him. wtf? So, I went to Balmora, double checked that he was dead, which he was, and asked a passing guard about him. He said that Nerano was passing rumors. About a redoran noble. Which he couldn't do, seeing as that he was dead, and my stuff sitting in his house. Am I permanently stuck?

Are you on Xbox or PC? If PC then you could try using the CES or the console to see if you can change the quest to completed.
