SPOILER
Having played this a couple thousand times, I never spent the brain power to figure out the "Tanner's Letter" riddle. (I just went to the walk through.)
Anyway, you go to the Umar Hills and buy the book and that initiates the dialogue with the trader. It appears that the name "Rejiek Hidesman" doesn't fit into what the final answer is.
Can someone walk me through the thought process?
Much Thanks
AC

90% of people dont play as evil, and those that do probably already know the armor isnt very good anyway

Well, doesn't the guy ask you as to what HIS name was?
His former name is Darcin Cole.
The armor is alright, but by the time you acquire all of the components, you should have enough money to buy something better. However, I do believe that this armor gives you the most magic resistance from all the armors.

If you're playing without Tactics, which offers the Cloak of Balduran (+25%MR), I believe that the skin armor is necessary to make Viconia 100%MR. (with 10% amulet and 5% holy symbol). That's a good thing.

Are you kidding? It gives +20% MR and +4 to saves and is AC 3, making it the best leather armor in the game for sure. And if you have the item upgrade mod installed it's still the best because it can be upgraded into somthing even better. Just this armor and Carsomyr combined give my fighter/thief 70% MR. Add the ring of Gaxx, 10% from hell and 5% from the machine of lum he's got 95!

Right after the Tanner escapes, you meet a bunch of goons in his basement. One of them is a Mage who calls himself "Vellin Dahn". Depending on what you say to him, he threatens you with a remark like, "No one will interfere with the work that goes on here. Vellin Dahn commands your death!" And then he runs away.
The way I read the Tanner's letter, the puzzle requires you to convert the name "VELLIN DAHN" to a secret name. The writer refers to "VELLIN DAHN" as the other person's name ("his name"), while he refers to the secret name you have to give the contact in Umar Hills as his own name ("my name"). Here is the solution (you'll notice that I transposed clue #5 and clue #6 to make things easier):
1. "Our names are the same in their scale and their cut."
Both first names are six letters long, and both last names are four letters long. ------ ----
2. "The last of his begins just as the first of mine."
The first letter of "Dahn" is "D", so the first letter of the secret first name is "D". D----- ----
3. "The second of my first is the second of his first, though regressed a full four steps."
The second letter of "Vellin" is "E". If you count four steps backward in the alphabet, you get "A". So that's the second letter of the secret first name. DA---- ----
4. "The third of my first is four more than the last of his first."
The last letter of "VELLIN" is "N". If you count forward four steps in the alphabet, you get "R". So that's the third letter of the secret first name. DAR--- ----
6. "The first of his last is mine plus one."
The first letter of "DAHN" is "D". If you subtract one letter in the alphabet, you get "C". So that's the first letter of the secret last name. DAR--- C---
5. "The entire last of my first is the last of his first, except the first one of these is the first of my last."
The last three letters of "VELLIN" are "LIN", so the last two letters of the secret first name are "IN". The letter preceding those is the first letter of the secret last name, which is "C". DARCIN C---
7. "The next of my last is the last of his first plus one."
The last letter of "VELLIN" is "N". If you go up one step in the alphabet, you get "O". So that's the second letter of the secret last name. DARCIN CO--
8. "The last of my last are third and second, coming in first for him."
The third letter of "VELLIN" is "L", and the second letter of "VELLIN" is "E", so the secret last name ends in "LE". DARCIN COLE

What, were you so repulsed by Ellisime that you threw the 10% adding amulet she gave you back in her face rather than going over 100%?

just a question but IIRC the 10% from hell are a reward for the good path of some test. 1 evil response your character goes from good ----> neutral evil
I'm assuming the same thing happens when you are evil and answer with 1 good response your character changes from evil ----> neutral good
now if this is the case if you gain the 10% from hell your characters aligment would change to good and you'd be unable to wear the human flesh armor ??

THANKS and THANKS
@ VonDondu
Thanks and thanks again - I need to work on my analytic skills. I have puzzled over this letter for quite a while.
To everyone else - Thanks for your comments. I agree with Earnest - I have never played evil so would never get the last component to make the armor usable, and there are much better suits of armor I would use.
IMHO Magic Resistance can be too easily overcome. A hasted, and otherwise buffed, tank can make short work of someone with high MR. MR is kind of like asking for the sprig of parsley on an excellent dinner dish - it looks nice, but is really not necessary to fill your belly.
Thanks all, for your comments again.
