Ulm upper level

How can I get to the sleeping quarters. In the walkthrough I'm stuck at location 12. don't have the key also when trying to pick lock it jamed.

It depends on which side of the locked door at 12 you are on.
Now that the lock is jammed, I don't think you will be able to open it. However you can still get to the other side of the door (and hence any part of Ulm).
If you are on the side where the armory lockers are, you need to backtrack through the dormitary with the bunk beds down the stairs then instead of going to the main room where you went immediately on arriving (where the fireplace is), go the other way back towards the main entrance (a) but before you get there turn left towards 3 then up the staircase to the sleeping quarters.
That has the section where the bedrooms are.
If you are on the other side of the door at 12, you have to go back through the sewers to the lift at C then repeat above.

Now that the lock is jammed, I don't think you will be able to open it.
Once you have the key it should work.
Use the lift C to lower level and open 5 then go to B and up to D that should work.
